How determines the DoD?

how is responsible for the DoD? According to only the GUID only the development teams. The product owner or Scrum Master has no say?

The Scrum Team as a whole needs to adhere to the Definition of Done, whether it is created by the Development Team or by the organization. It is the Development Team that maintains the DoD going forward.
What is your concern? What might be a consequence of not involving the Scrum Master or Product Owner in building the Scrum Team's Definition of Done?
In fact, the first say is from the organization. If the org has an established DoD, that must be followed as a minimum.
The PO and the Scrum Master can suggest but it's responsability of DT to established DoD (if the org has no one).
Think of the DoD as an assertion of technical quality, which the team must meet in order to deliver product increments of business value.
Since it is a matter of quality, the organization are stakeholders in the DoD. They must protect reputation, branding, IP, legal position etc., any of which could be compromised by an inadequate understanding of Done. Hence they are looked to first to provide the essential definition.
Since the DoD is a technical assertion, the Product Owner may not be in a position to advise regarding its formulation. To put it another way, although the PO should be able to voice a clear opinion on product quality, the PO cannot be required to give advice about the DoD.
Since the DoD is a component of the Scrum Framework, the Scrum Master should coach team members to elicit and observe the best definition possible.
