I have read many articles and blogs that Scrum Master’s one of the primary roles is to help the team to be self-organize and empowered team.

As a Scrum Master, what are the steps have to take or how you can help.

I would like to know the experts opinion.

What does the Scrum Guide have to say about the service a Scrum Master provides to the Development Team?

There's not a blanket statement that can answer this question. I'd recommend reading Lyssa Adkins' book "Coaching Agile Teams".
