Who is allowed to make changes in the Product Backlog?
The Development Team, but with permission of the Product Owner

I thought its only Product Owner. Is it anyone ?
In my experience the product backlog is the Product Owner's to change around with input from stakeholders and the development team, whereas the sprint backlog is more open to change by the PO, development team; stakeholders might influence changes in either case.

What does the Scrum Guide have to say about ownership of the Product Backlog and its contents, and who is the sole person responsible for managing it?

This is from the Scrum Guide - "Product Backlog items can be updated at any time by the Product Owner or at the Product Owner’s discretion"
