And also for C- level professionals which certification is most important.

What, exactly, do you mean by "valued in the IT industry"?
I can't recall seeing many, if any, job postings explicitly call out the PAL or the PAL-EMB certifications as required or even desired. However, that doesn't necessarily mean that the things taught in the certification aren't useful or that taking the exam as a demonstration of your knowledge of the key topics won't add value to you in your job or career.
The topics covered during the PAL I are useful for anyone who is interacting with organizational leadership and trying to coach or advise them on agility. The considerations and framing of topics are different for organizational leaders and executives than for the teams "in the trenches", so content associated with the PAL can be useful for thinking about it that way.
EBM is useful for product, portfolio, and organizational leaders. I'd say that awareness of EBM and how it supports Scrum's Product Goals and Sprint Goals is useful for many Product Owners, Scrum Masters, and more experienced Developers. I haven't taken the PAL-EBM yet (probably should think about it myself).
I don't think I'd consider either certification essential. They are definitely more supplemental. Although I'd be more likely to consider training and certification on EBM as more valuable if I was in an organization that was using or looking to use EBM to make strategic decisions regarding value delivery.
