Resourcing Allocation and Management Tool for Jira

I recently joined a new employer and they're using Jira and Salesforce. However, I'm wondering what everyone here is using, as tool or add-on, for resourcing allocation and management (for instance: Tempo Planner, Activity Planner, etc....)? Appreciate feedbacks.

Why would you need such a tool? The kind of "resource allocation" thinking comes from plan-driven development. Why can't you just focus on decomposing and ordering your Product Backlog and forecasting with cycle time and throughput?

You don't manage resource allocations.  In Scrum, you manage a Product Backlog that contains all work necessary to be done to a product.  The Developers manage a Sprint Backlog that contains all of the Product Backlog items chosen to be included in a Sprint.  The Developers also as a group will manage their daily work to progress towards satisfying the Sprint Goal.  You may manage stakeholder expectations by delivering incremental improvements and advancements towards a larger product goal.  

But resource allocations are not something you manage outside of knowing who is on a specific Scrum Team and which of the responsibilities they are serving.

What resources are you referring to? Are you using the term "resources" as a euphemism for human beings, for people?

If so, they are not managed by any tool. People in Scrum manage themselves.
