Participants of Daily Scrum ?
The Scrum Guide says “The Scrum Master enforces the rule that only Development Team members participate in the Daily Scrum.” Does this means other members are forbidden to participate this event? I thought they could participate, but don’t have the mandate to speak, especially the Product Owner.
The Scrum Master doesn't have to ensure that a stand-up occurs behind closed doors and in total privacy. Third party observers who refrain from speaking are not necessarily participants. Ultimately it boils down to whether or not the Development Team are impeded or otherwise intimidated by the presence of any third party observers. If they are, then the Daily Standup will be compromised, and the quality of communication and replanning will be reduced. In these cases, the SM will have to mandate that only Dev Team members are present, and perhaps even find them a private room with a lock and a key.
Hi Ian! Thanks for clarification! I think the German translation of the guide is more precise at this point, because there it's called 'active participation'.
In our team PO is working very closely with a team and attends a standup and also takes turn in speaking . It works well. But if the PO is working from another office or part time on the project he will be unlikely to attend a standup

that's the point. Participation means answering the 3 questions.
Only the development team does this, because they are committed to the sprint goal.
The PO can attend (anwesend sein), but not participate (teilnehmen).
