If the product owner is not present for most of the sprint and this has become a impediment for the team, the scrum Master tried his level best to get him on-board, but does not succeed. So what is the scrum Master supposed to do? continue with the sprint and discuss the same in sprint retrospective meeting or ...
I don't think sprint shall be discontinued in this case. It is Scrum master duty to get back PO on track. he is at management position so I m sure he can have that authority to have PO active again.
Also If PO doesn't understand his responsibility, He needs to be educated on whole scrum aspects
A good Product Owner will be ready to assist the team during the Sprint. However a good Development Team will, by the end of Sprint Planning, be able to explain to the PO how they intend to create a potentially releasable increment.
In other words the Development Team - if they have planned sufficiently well - should be able to produce the Increment even if the PO is unavailable from the end of Sprint Planning until the Sprint Review.
The consequences of having an absentee PO during the Sprint are an increased risk to the potential releasability of that increment. It is therefore in the interest of Product Owners to make themselves available to their teams, regardless of the outcome of a Sprint Planning session. It is best if each Sprint is de-risked on a collaborative and ongoing basis by all Scrum Team members.
