Predicted methodology
HI.
I went to a job enterview and this guy tell me that they use contracts with defined time to end all projects and for that reason Scrum does not work.
Is this true? Scrum is not for all projects? can't be adjusted?

Nonsense. In Scrum, or indeed any agile approach, scope should be flexible. Because of that it's quite possible for time and/or cost to be fixed. It's more likely that their contracts do not actually provide for scope variation except by amendment.
On the opposite, it is easier to stick to defined time with agile framework like Scrum than with waterfall methods, because of the regular delivery of "done" increment and the high level of transparency.

Even though we think that fixing ALL of scope/schedule/cost is a complete trap, Agile projects are 3X more likely to meet schedule/scope/cost than waterfall/traditional methods. See here:
