You're going to have to ask the team. Story points aren't a part of Scrum, so they may not be used by all Scrum Teams. Personally, I've never heard of "initial story points" or "current story points", but if I had to guess, I'd say that the team is trying to use story points to capture estimates and actuals. Someone on the team or whoever uses this information would have to tell you for sure what it means and what value it is.

Precisely zero until something new is learned about the work or it is Done. The Product Backlog should always tell the truth about the amount of work that is currently thought to remain. If the Developers have a different answer, it would be advisable to find out why.
