New Scrum Guide 2020 : minor mistake?

I wonder if the statement "Helping the Scrum Team understand the need for clear and concise Product Backlog items" in page 7 should be moved to the previous section "The Scrum Master serves the Scrum Team in several ways" since it concerns the whole Scrum Team.

Who does the Scrum Guide say is accountable for for effective Product Backlog management, and for creating and clearly communicating Product Backlog items? Who would thus be better served by a Scrum Master's assistance in such matters?

Answer to Ian Mitchell's questions: the Product Owner of course.

In light of these questions, the statement should be : "Helping the Product Owner understand the need for clear and concise Product Backlog items", shouldn't be? 

And it is up to the Product Owner to clearly communicate PBI to Developers.
