Differences or similarities between Product Owner & Product Manager

I am trying to understand if there is really a difference between Product Manager and Product Owner. If we were to list the differences and similarities what would they be?

There is one particular framework that has a hierarchy where a Product Owner(s) reports up to a Product Manager. So it depends on the organization. Some companies use this for HR purposes as well.

But if an organization were practicing Scrum, the Product Owner, as the Agile Product Manager, would be responsible for maximizing the value of the product.

In non-Agile teams, the term Product Manager is used for the person responsible for all decisions related to the Product.

One suggests that the Scrum Framework is being implemented, the other indicates that it is not. Might a difference therefore be found in the organizational change being encompassed, and the outcomes that are likely to be achieved?
