When should a ScrumMaster not act as facilitator for the Scrum Team, when will this be a conflict of interest?

What do you think a Scrum Team should do if their Scrum Master cannot perform the role?

There are many things that can cause a conflict of interest. It could be that the Scrum Master also fulfills one of the other roles in the team. It could be that the Scrum Master has additional concerns or responsibilities that don't align with the role.
