Need Clarity on 'Self Organizing and Cross Functional' mentioned in Scrum Guide

Per Scrum guide, it is mentioned in page 6 that " The Scrum Team consists of a Product Owner, the Development Team, and a Scrum Master. Scrum Teams are self-organizing and cross-functional" It means to me that entire SCRUM TEAM are self-organizing and cross-functional however in page 7 it is mentioned that " Development Teams are cross-functional, with all the skills as a team necessary to create a product Increment" which is contradictory statement.
Per my knowledge entire SCRUM TEAM ( PO,SM ,Development Team) is Self-Organizing and only Development Team is cross-functional. It it's holds true then Page 6 sentence team be modified. Please share your views , thanks.
Self Organizing team is - team which can pick tasks independently from the sprint, without someone telling them what to do? . Also it they can self organize themselves in lieu of one of the team member's absence .
Cross functional team - team which can work on more that one domain e.g. UI, database ,testing, architecture etc.
