1] Should it be done in Hours or Story Points?

2] What to do if we have unequal number of Developers and Testers (Say 2 developers and 1 Tester) in the team?

Scrum do not have the role tester ;)  

What does your Definition of done say about testing? Can everybody from the dev. team perform the work for the DoD?

@Nils - Thank you for the reply.

Our team recently started following Agile, so we have Developers separate from Testers.

So, Developers are not performing testing, its conducted separately by testers.
