How to work in response to outside dependencies,

I have a team that responds to outside dependencies, such as requests for alignment to specific state standards. How can they to do incremental planning to respond to outside dependencies?

What is the general expected response time for these dependencies?

One of the considerations for determining a Sprint length is synchronization among stakeholders. Consider the impact of shorter (1-2 week Sprints) versus longer (3-4 week Sprints) if you were to receive a high priority request shortly after Sprint Planning. Ideally, the team should be able to refine that request and then begin it at the next Sprint, if it is truly more important and adds more value than any of the other work in the Product Backlog. You may not be able to achieve this all the time - there may be cases where you have to adjust the Sprint because something cannot wait - but this should be an exceptional case and not a normal case.

Do they have experience of inspecting and adapting a Definition of Done?
