Dev Team works on other tasks

During the sprint PO asks Dev Team why the sprint backlog is not updated, and if they do work on it. Dev Team's answer is that they do, they just don't have time to update the sprint backlog board. At the sprint review meeting PO finds out that Dev Team worked on tasks assigned by their department manager instead of sprint backlog items. What should Scrum Master do?

During that Sprint, did the Scrum Master observe that the Scrum Values were being applied?
