'When a Sprint is cancelled, any completed and “Done” Product Backlog items are reviewed'

Here the <“Done” Product Backlog items> is referred from the product backlog or the sprint backlog ?

If its Product backlog then why the Done” Product Backlog items from previous sprints be again reviewed ?

Those Product Backlog items which were planned into the Sprint Backlog and completed must be reviewed, as the Product Owner may wish to release the associated value.

According to the Scrum Guide, "a Sprint would be cancelled if the Sprint Goal becomes obsolete". Therefore, it is likely that at least part of the work done or planned in the Sprint is obsolete too.
As a sprint cancellation is a rather extreme situation, the impact of the cause that lead to the cancellation will have to be analyzed anyway. Most likely, that inspection leads to changes to Product Backlog Items. Items that made it into the Sprint Backlog definitively are candidates for this inspection.
