Sprint Cancellation

'All incomplete Product Backlog Items are re-estimated and put back on the Product Backlog. The work done on them depreciates quickly and must be frequently re-estimated.'

Isn't there a high possibility here that the incomplete PBIs might not be relevant any further as the sprint has been cancelled and these PBIs were associated with the cancelled sprint.

The Sprint Goal may have ceased to be relevant to the product, but the backlog items may continue to be potentially valuable to it. The likelihood of those items no longer being needed at all is situation dependent.
