Story points were spent, but increment of value was nothing.

My team spent several story points for developing functional, which didn't deploy to production (user story was completed but not required). In other words, zero increment of product. Must be include these story points to velocity of sprint?

Firstly, to clear out; it is not mandatory to deploy the Increment to production. But it needs to be shippable. It is generally PO's call, to release it.
So; Has "deploying to increment to production" been included in your Sprint Goal ? Or is it part of your DoD ?

What do you mean by "user story was completed but not required". Was the goal of the sprint itself was obsolete ?

Velocity calculate to estimate capacity of team in future Spring, right.
One of User Stories in the Sprint was cancelled by Product Owner and it didn't include to release of product in the end of Sprint. And it didn't bring value to the product, but team got some knowledge

To add to Ian's comment, velocity is a planning metric to help the PO and the team decide what is a suitable and comfortable amount of work for the Development Team each sprint.
Once the sprint begins, story points have little value other than providing visibility into what the team's capacity is going forward, hence Ian's question.
