When is the Definition of Done changed?
Since the Sprint Retrospective is time set aside for planning ways to improve the team’s effectiveness, it’s the most appropriate place to discuss and refine the DoD. However, Scrum practitioners don’t wait for a Scrum Event to take necessary action; if the team sees a need to refine the DoD, they should do it whenever it’s practical to do so.
