Contradictory thoughts on what is part of Agile Scrum

Attended a webinar recently on I saw this video on infoq.com on culture for great teams and results and statement  " Intentionally design the culture you want as success is Agile and more! It is shared vision and great teams"

I differ here… as bringing a change in culture & creating high performance teams IS A PART OF AGILE/ scrum framework as Scrum.org teaches on below team values

1. Commitment - personally commit to scrum team goals

2. Courage - do right thing and work on tough problems

3. Focus

4. Openness - take help when needed on work and personal challenges

5. Respect - team members to be capable independent people
