Scrum for evaluation of procedures and policies

Me han preguntado cómo implementar Scrum en un proyecto donde necesitamos evaluar los procedimientos y políticas de algunas áreas de la empresa. ¿Cuál es la mejor manera de implementar Scrum en estas condiciones? Actualmente ya tienen un cronograma de proyectos y están acostumbrados a llevar a cabo proyectos utilizando una metodología de cascada, por lo que hay resistencia al cambio.

Me gustaría que me dijeras qué plan utilizaste para aplicar scrum a este tipo de proyectos.
