What organisation need to do if they are willing to transform into Agile?

Scenario - 

If SM / Agile Consultant need to guide a company which is currently following Waterfall approach to adapt the Agile approach, what are the main Pointers they need to work upon? Below are few coming to my mind - 

1] Change role hierarchy / structure from Team Lead, Project Manager to --> PO, SM, Scrum Team etc

2] Train them on Jira

What else ? Please suggest.

I'd start with 'Why' - Why is there a need for change within the organization? What will happen if the organization does not change? 

This is a pretty loaded question as every organization may have different strengths and weaknesses to improve upon. 

Training people on JIRA should be the least of their worries at this point. JIRA won't solve any underlying problems. It's merely a tool to help support the process being used to manage software projects / Sprints.

@SUMIT AGRAWAL, The short answer is to have encourage and foster an open mind and teaching the principles of agile.

1] Change role hierarchy / structure from Team Lead, Project Manager to --> PO, SM, Scrum Team etc

2] Train them on Jira

On a very high level, would these really help develop an agile mindset?

Sumit, in addition to the above responses, what are the pain points the organization is experiencing with Waterfall that they feel Agile can help with?   Those items may indicate where your focus should initially be.
