Can Development team change the Items in the Sprint Backlog

Hello,

Need some advice regarding below question..

Scrum guide says:

The Development team modifies the Sprint backlog throughout the sprint and Sprint Backlog emerges during the Sprint. 

Also, Scope may be clarified & re-negotiated between the Product Owner and Development team as more is learned.

Question: What does Sprint Backlog modification/Scope clarification in the above statements stand for? 

Is it in context to Addition/Removal of Items or Tasks?

Here,

Items are - Product Backlog Items selected in Sprint Planning

Tasks are -  Decomposed Sprint Backlog Items/User Stories

Kindly advice.

Why would any part of the forecast of work be fixed, if revising that forecast helped the team to better achieve the Sprint Goal?
