Could you pls explain whether PO can review RTM testcases in scrum process?

Why would the Product Owner do such a thing? He or she is accountable for value, not for quality. It's the Developers who need to make sure their work is properly tested and usable.

Can they? Sure but why would they? The Scrum Guide states

How this is done is at the sole discretion of the Developers. No one else tells them how to turn Product Backlog items into Increments of value

In terms of the Guide, QA is a Developer. The PO should respect that they are doing the right thing. Would the PO code review the work done by the coders?
